This is one of those situations where a picture paints a thousand words:
A paintball starts with a gelatin shell along with a “paint” filling made of polyethylene glycol. The ball is formed as two half-spheres. They are brought together and filled with paint in a pair of rollers.
One thing you can see from the video is the fact that paintballs are relatively harmless to humans if they were to be eaten, and to the environment. Mostly they are made of food-grade materials.
