Invention – HPEMS will be able to instantly disable any car

The electromagnetic pulse technique is about to get much more portable, as shown in this video:

From the video: “In about 5 years, HPEMS will be the size of a handgun.” Of course that will also mean that criminals, terrorists, Iraqi insurgents, etc. will be able to carry them. Disabled police cars could, theoretically, litter the streets.
