If you are on something like a corporate network or a university network, there is a possibility that the Administrator has legitimately disabled the task manager. But if iy is a personal machine and you didn’t change the setting yourself, it almost certainly means that a computer virus or trojan has done it. Viruses are doing stuff like this more and more to make it harder for users to get rid of them.

I actually found this blog while trying to fix my own computer. Not related to my orginal problem that i was looking to fix, but still a nice read. I reckon computers are made to die within a year of buying them, makes us have to spend more money getting a new one!
